A Danish national was arrested this week during a police raid in the central city of Oryol, Russia, during a worship service by members of the Jehovah’s Witnesses, which Russia recently banned as an extremist organization.

The Dane was identified as Dennis Christensen, according to a spokesman for the religious organization in New York.

Christensen was picked up in the raid Thursday night by Oryol police and agents of the FSB, the successor to the KGB.

The officers also confiscated a Bible, religious literature, laptops and hard drives, according to the SOVA Center for Information and Analysis, a Russian non-profit group that tracks human rights issues in the country.

Russia’s Supreme Court last month formally banned Jehovah’s Witnesses as an extremist organization and ordered the state to seize its property in Russia.

The Interfax news agency quoted Justice Ministry attorney Svetlana Borisova in court as saying the religious group “poses a threat to the rights of the citizens, public order and public security.”

Borisova also said the Jehovah’s Witnesses’ opposition to blood transfusions violates Russian health care laws.

Documents posted by the Oryol region district court said Christensen was accused of committing a “serious crime” under the laws pertaining to an extremist organization and ordered held until trial.

Yaroslav Sivulsky, a lawyer for the local group, told the Russian website Mediazone that Christensen was arrested only because he was reading the Bible along with other worshippers, Radio Liberty reported.

David A. Semonian, a spokesman at the Jehovah’s Witnesses’ world headquarters, said followers worldwide “are now even more concerned about our fellow worshippers in Russia.”

“These disturbing events are clearly aftereffects of the Russian Supreme Court’s unjust decision against us,” he said.

The Jehovah’s Witnesses, which has some 175,000 followers in that country, first legally registered as a religious group in Russia in 1991 and re-registered in 1999, according to the organization’s international website.

In February, investigators inspected the headquarters of the Jehovah’s Witnesses in St. Petersburg, the independent Russian newspaper Novaya Gazeta reported. More than 70,000 pages of documents were confiscated for the General Prosecutor’s Office, according to Russia’s Sova Center of Information and Analysis, which monitors hate crimes and the enforcement of anti-extremist laws.

Earlier this month, German Chancellor Angela Merkel said she raised her concerns over the Jehovah’s Witnesses ban and other human rights issues in a meeting with Russian President Vladimir Putin.

CLOUD

A visible mass of particles, usually water or ice, suspended high in the air. The principal Hebrew word for “cloud” is ʽa·nanʹ, the majority of its occurrences referring to the pillar of “cloud” that led the Israelites through the desert wilderness. (Ex 13:21) A “film of dust,” “clouds,” “cloudy skies,” and the “skies” are denoted by forms of the Hebrew shaʹchaq, from a root meaning “pound fine; rub away.” (Isa 40:15; Ps 36:5; Jer 51:9; Ps 89:37; Ps 18:42; Job 14:19) The Greek words denoting a “cloud” are neʹphos and ne·pheʹle, whereas gnoʹphosrefers to a “dark cloud.”Heb 12:1; Mt 17:5; Heb 12:18.

In Israel, from mid-June until mid-September, the skies are generally clear, with the exception of dust clouds, which appear especially toward the end of the dry season, because of the hot E wind from the desert. Also, particularly in August, there are occasional cirrostratus clouds from the W that do not bring rain. Even these are welcomed by the inhabitants, for they afford some shadow and thus slight relief from the heat. (Isa 25:5; compare Job 7:2.) In September or October clouds begin to appear more frequently on the western horizon, forming over the Mediterranean, although it is often mid-October before the rainy season really begins. But during the summer there is, in some sections of the country, a mist cloud in the mornings that vanishes soon with the rising of the sun.Ho 6:4.

During the rainy season, a storm can come up very quickly, starting with a very small cloud in the W. (1Ki 18:44, 45) The hopes of the farmer would be raised by a cloud rising in western parts. (Lu 12:54) However, one hesitating to reap because of looking at the uncertain clouds would lose out. This fact is used as an admonition to God’s servants to go ahead with their work under all conditions.Ec 11:4.

The wisdom and mightiness of Jehovah God the Creator are represented in his control over the clouds. He speaks of them as “water jars” that tip over and empty their contents on the earth. He says: “Who can exactly number the clouds in wisdom, or the water jars of heaven—who can tip them over?” (Job 38:37) He describes the process of evaporation and condensation, saying: “He draws up the drops of water; they filter as rain for his mist, so that the clouds trickle, they drip upon mankind abundantly. Indeed, who can understand the cloud layers, the crashings from his booth?”Job 36:27-29.

Illustrative Usage. Jehovah, whom no man can see and yet live, symbolizes his presence by a cloud. At Mount Sinai, at the time of giving the Law to Israel, a dark cloud covered the mountain; out of the cloud came lightnings and thunder, the blare of a trumpet, and a loud voice. (Ex 19:16-19; 24:15; Heb 12:18, 19) Jehovah told Moses that he appeared in this manner in order that he might speak to Moses and that, on hearing it, the people might put faith in Moses as God’s representative.Ex 19:9.

Jehovah sent an angel in a cloud as “his own personal messenger” to lead Israel out of Egypt and through the wilderness. (Isa 63:9) By means of the angel, Jehovah representatively looked out of the cloud to throw the camp of the Egyptians into confusion. (Ex 13:21, 22;14:19, 24, 25) Jehovah also used the cloud to baptize them as a nation into Moses, the waters being at the sides of them and the cloud above and behind. Thus they were “baptized into Moses by means of the cloud and of the sea.”1Co 10:2; see also Nu 14:14.

When the tabernacle was set up in the wilderness, the cloud resided over it and “Jehovah’s glory filled the tabernacle,” so that Moses was unable to enter. (Ex 40:34, 35; compare 1Ki 8:10-12; Re 15:8.) After this the cloud stood over the Most Holy, in which was the ark of the covenant, and the cloud became a pillar of fire at night. Doubtless this cloud was visible from any part of the camp, marking the camp’s center. When it rose, Israel prepared to break camp. When it moved, they followed its direction to the next camping place, although the exact site to set up the camp may have been selected with the help of Hobab, who had a good knowledge of the land, including watering places and other features necessary to a camp of such tremendous proportions.Ex 40:34-38; Nu 10:29-32.

Inside the Most Holy, over the ark of the covenant, was a cloud that was very brilliant, the only light to illuminate that compartment. (Le 16:2) In post-Biblical Hebrew, it was called the Shechinah. When the high priest went into the Most Holy on Atonement Day with the blood of animals, he was symbolically standing in the presence of Jehovah. At other times, when he did not go into the Most Holy but stood before the curtain to present a matter of importance to Jehovah for his answer, he was considered as standing before Jehovah.Nu 27:21.

In one instance Jehovah’s own voice was heard out of a bright cloud, expressing approval of his only-begotten Son. This was the brilliant cloud overshadowing Jesus and his three apostles Peter, James, and John on the mount of the transfiguration.Mt 17:5.

When Jesus ascended into heaven, according to the record, “a cloud caught him up from their vision.” (Ac 1:9) The disciples did not see Jesus riding away on a cloud, but rather, the cloud obscured their vision of him. This helps us to understand Jesus’ words concerning his presence: “They will see the Son of man coming in a cloud with power and great glory,” and Revelation’s statement: “He is coming with the clouds, and every eye will see him.” (Lu 21:27; Mt 24:30; Re 1:7) In past cases clouds represented invisible presence; but observers could “see” the meaning with their mental “eyes.” In this case the physical occurrences that are visible would cause the one looking to “see” or realize that Christ is invisibly present.—See also Mt 24; Mr 13; Re 14:14.

When Jesus came to earth, with all the identifications of the Messiah, the Jews selfishly refused to acknowledge him because they demanded as a proof of his Messiahship that he literally fulfill the vision at Daniel 7:13, 14, where the Son of man is shown coming with the clouds of the heavens before the Ancient of Days, Jehovah God, to receive his kingdom. They confused his presence in Kingdom power with his first coming. He told them that no such sign would be given them.Lu 11:29.

Favor. “Clouds” have a good connotation toward those who please God. Proverbs 16:15 says that the king’s goodwill is “like the cloud of spring rain.” A cloud’s effect of covering or hiding from visibility is used to describe Jehovah’s action toward the sins of his people, wiping their transgressions out “just as with a cloud.” (Isa 44:22) Conversely, he blocks the approach of those who are rebellious as with a cloud mass, that their prayer may not pass through.La 3:44.

Transitoriness, unreliableness. The misty morning clouds that quickly vanish away are used figuratively for the fickle, short-lived loving-kindness of Ephraim and Judah toward God, as well as for the short-livedness Ephraim would experience for turning to false worship.Ho 6:4; 13:3.

The man who boasts about giving, but who never does so, is as disappointing as a cloud with no rain. (Pr 25:14) Those who are professed Christians but who carry on immorality, practicing corruption and contaminating the congregation, are likened, in their avid following of fleshly desires, to waterless clouds tossed by winds.Jude 12; see MIST.

Interview with Area Legal Counsel, Brent Belnap

This is the fourth in a series of authorized interviews with the fourteen LDS Church Area Legal Counsel (“ALC”) around the world.  Our thanks to Brent J. Belnap, Area Legal Counsel in the Europe East Area, for sharing his time and insights.

PERSONAL BACKGROUND:

Brother Belnap is currently living in Moscow with his wife Lorinda and three of their six children, who range in age from 7 to 22.  He has been an ALC for nearly two years.

Belnap was born and raised in Ogden, Utah.  He served a mission in Germany, and received his undergraduate degree from BYU in 1986.   He then attended Columbia Law School and graduated in 1989.  He started his legal career at Morgan, Lewis & Bockius on the transactional side working in banking, finance, and securities.  He worked there for three years, during which time he married his wife Lorinda.  Together, they raised their family in the greater New York City area for about the next twenty years while Belnap wore a variety of occupational and ecclesiastical hats.

After Morgan Lewis, Belnap worked as an associate for Skadden, Arps, Slate, Meagher & Flom during which time he served as Bishop in the Manhattan Third (Singles) Ward.  He then worked at Paul Hastings for approximately two years.  In 1997, Belnap left private practice to work as in-house counsel for Citigroup.  The following week he was also called to be Stake President for the New York, New York Stake which covers the island of Manhattan.  Both his position at Citigroup and serving as Stake President lasted almost exactly ten years.  Notably, Belnap was Stake President in Manhattan on September 11, 2001, the day that terrorists piloted two planes into the World Trade Center.

After Citigroup, Belnap worked as Acting General Counsel at iQor and then Managing Director at Odyssey Capital Group, LLC, in New York City.

DESCRIPTION OF AREA:

Belnap’s area includes 16 countries including Russia, Ukraine, Belarus, Estonia, Latvia, Lithuania, Turkey, Bulgaria, Armenia, Georgia, Azerbaijan, Kazakhstan, Uzbekistan, Tajikistan, Kyrgyzstan, and Turkmenistan.  These countries cover 15.5% of the Earth’s surface, and 5.9% of the world’s population. There are approximately 375 million people, and about 43,000 members in his area.  There are four stakes and one temple.  There are thirteen missions.

RESPONSIBILITIES AS AN ALC:

With so many countries to oversee, Belnap has many responsibilities.  He and his staff create and monitor procedures to ensure compliance of approximately 115 legal entities which act as the face of the Church in the Europe East Area, where governments do not recognize “The Church of Jesus Christ of Latter-day Saints” as a formal entity.  Rather, the Church is formed and exists according to the legal structure mandated by each government.  For example, the Church operates as a “foundation” in Georgia, an “association” in Turkey, and a “centralized religious organization” in Russia.  The local Church legal entity is typically registered with the ministry of justice.

Belnap also oversees the retention of local counsel to advise him on various laws in his geography.  Although he tries to learn as much applicable law as he is able, he relies on local legal counsel for guidance.  In Russia, for example, the Church’s primary legal counsel has worked with the Church for almost twenty years.

He also assists with the acquisition of real estate for Church buildings, and works to cultivate positive government relations at national and local levels.

Belnap mentioned that most people assume that a large portion of his time is dedicated to missionary matters, to which he explained at most 5% of his time is consumed.  About 25% of his time is devoted to various types of real estate matters.  The remaining 70% of his time is apportioned to various legal entity maintenance, strategic, finance, audit, or ongoing clean up matters.  “Every day is different and there is always a surprise,” he says.  “Almost nothing is predictable and some issues that could seriously impact the presence of the Church in any one of our 16 countries seem to flare up almost daily.”

TYPICAL DAY:

Belnap starts his morning arising before 5:30 and teaching seminary at 6:30 a.m. in his home.  One of his students is his son Spencer.  He then braves what he describes as “horrendous traffic” to the office.  After plowing through emails and touching base with his staff on urgent matters, he usually has meetings or conference calls with various people such as the Director for Temporal Affairs and the Area Presidency.  Belnap also attends a lot of meetings for issues such as humanitarian efforts, physical facilities, government relations, legal finance coordination, and benefits.  He also holds a weekly staff meeting, and a coordination meeting with his direct report in Salt Lake City, Regional Legal Counsel, David Channer.  With these demands, he “never takes lunch.”  Around 6 p.m., Belnap can tell that Salt Lake is “awake” as calls start coming in.  By around 8:00 or 8:30 p.m. he is finally ready to call it a day.

LEGAL LIMITATIONS AS TO PROSELYTIZING:

The Church has some sort of established presence in 11 of the 16 countries, although some of the eleven the countries do not allow for proselytizing missionaries. In Belarus, for example, humanitarian missionaries give neonatal training and help to upgrade the health system.  Belnap has also found that although some countries such as Turkey may officially allow for proselyting activities, culturally it is not acceptable.  Whatever missionary activities are engaged in are fully within local law requirements.

INTERFACING WITH GOVERNMENTS:

Most of Belnap’s contact with governments is with central government officials, primarily from the Ministries of Justice or Culture on strategic, humanitarian, or visa matters.  They also interface with local officials on real estate matters to have tittles to properties perfected, changed, or initially registered.

LEARNING RUSSIAN:

Belnap has Russian lessons scheduled for twice a week, but he frequently misses them due to the demands on his schedule.  He is taking Russian purely for his own benefit as most of the Church’s transactions in the Area are conducted in English.

GREATEST REWARD AS ALC:

Belnap describes his experience as a great blessing.  He and his family are thriving.  He would not trade this opportunity for the world, and hopes to continue as an ALC even after he completes his responsibilities over Europe East.

HEAVENLY FATHER’S HAND IN THE WORK:

Just days before Crimea was annexed by Russia, the Area Presidency felt inspired to transfer the twenty-three missionaries serving in Crimea to a different area in their mission.  This was a major decision by the Area Presidency since they knew it would create difficulties getting the missionaries back into Crimea at a later date.  As a result of this inspiration and decision, however, the missionaries were saved from being cut off from the legal protection afforded by their visas.

LOVE FOR THE PEOPLE:

Belnap’s love for the people whom he serves in Eurasia is palpable.  He describes them as “true pioneers in every sense of the word.”  He feels like he is looking in the mirror of his own past, seeing people who have “sacrificed almost everything to be members of the Church.”  Many of the members in his areas are ostracized from their society, and potentially jeopardize their employment and education for their children by joining the Church.

CULTURE AND ENTERTAINMENT:

Belnap and his family did not experience culture shock when they arrived in Moscow, describing their 26 year tenure in New York City as solid preparation for this experience.

With regards to culinary pleasures, Belnap loves borscht, meat pies, dumplings called Pelmenis, and Russian black or rye bread. When not otherwise filled with school activities, Saturdays are sometimes days for exploration.

Unfortunately, given Belnap’s intense work schedule, they have seen very little of the Area as a family.  However, they did visit Finland and Estonia on a family visa renewal trip, and Belnap has brought his wife with him on Church business trips to Turkey on a few occasions.

SALT LAKE CITY — Former Utah Gov. Jon Huntsman Jr. has agreed to take the post of U.S. ambassador to Russia, according to reports from various news sources Wednesday.

While Huntsman did not respond to requests for comment on the reports, Sen. Orrin Hatch, R-Utah, appeared to confirm the move.

In a statement, the senator said the president “has made a wise choice in selecting Gov. Jon Huntsman Jr. to serve as the next United States ambassador to Russia. He possesses the savvy, grace and tact characteristic of our nation’s top diplomats, and I am confident he will continue serving our country well as the next ambassador to Russia.”

Citing two unnamed sources in President Donald Trump’s administration, Politico said Huntsman is “in the process of submitting paperwork to accept the position.”

The online political news source said Huntsman was officially offered the post earlier this week, as the Trump administration’s ties to Russia come under increasingly intense scrutiny.

NBC News and CNN also said Huntsman is taking what will likely be one of the most high-profile positions in the new administration, and The Associated Press reported a White House official confirmed Huntsman is Trump’s pick.

One senior administration official told CNN that Huntsman was tapped because he is a “brilliant guy,” “tough” and understands what Trump wants.

Sending Huntsman to represent the United States in Russia can only help Trump, said Jason Perry, head of the University of Utah’s Hinckley Institute of Politics, who oversaw economic development for the state under Huntsman.

“The issues with Russia right now are ones that have been dogging President Trump day after day. They are not resolving themselves,” Perry said. “Selecting Jon Huntsman Jr. would immediately help improve the dialog.”

Boyd Matheson, president of the Sutherland Institute, said choosing Huntsman would be a “very important signal from the administration in terms of how serious they’re taking the Russia relationship.”

Matheson said Huntsman “is a diplomat. He gets it. He knows the dance. He also knows the disciplines that goes with it. For the Trump administration, that could have far-reaching impact.”

Perry said Huntsman isn’t thinking about the political considerations of taking a position in the Trump administration, particularly one that is so high-profile.

“Jon Huntsman has proven in the past that he puts the United States above party,” Perry said. “I don’t think his filter is whether or not he loves President Trump. It is that he loves his country.”

Matheson said taking the job carries “high risk” politically, but Huntsman likely wouldn’t want to do it unless he was confident “there is a bottom to all these conspiracy theories” surrounding Trump and Russia.

“He doesn’t need that job. I don’t think he would do it just on a flier with all of the uncertainty about the Russian relationship and all of the palace intrigue going on,” Matheson said.

Huntsman, a Republican, had stepped down in 2009 after being elected to a second term as governor to serve as U.S. ambassador to China under President Barack Obama. In 2012, he ran for president.

A U.S. ambassador to Singapore under President George H.W. Bush and a trade ambassador to Asia under President George W. Bush, Huntsman had been touted for several positions in the Trump administration.

Those positions included secretary of state, along with former 2012 GOP presidential nominee Mitt Romney. Huntsman was also said to be considered for the No. 2 spot under Secretary of State Rex Tillerson.

During the 2016 campaign, Huntsman urged Republicans to get behind Trump, but withdrew his support after a tape surfaced last fall of Trump talking in graphic terms about making sexual advances toward women.

Recently, Huntsman has expressed interest in running for the Senate in 2018, the seat now held by Hatch. Utah’s senior senator, first elected more than four decades ago, has not said yet whether he will run for re-election.

Huntsman would be the first Utahn named to a key post in the Trump administration.

Perry said having a Utahn in the administration can benefit the state’s relationship with the administration. Only 45.5 percent of Utahns voted for Trump for president last November despite Utah being one of the most Republican states in the nation.

“It has to help to some degree having a high-profile, well-known Utahn closely associated with the White House, Perry said. “And given the complications in Russia it seems like if Jon Huntsman Jr. takes this position, he will be a very important part of the administration.”

Utah House Speaker Greg Hughes, R-Draper, was one of only a few elected GOP officials in Utah who backed Huntsman over Romney in the 2012 presidential race, and also backed Trump in 2016.

Hughes said he “could not be more happy” about the pick.

Huntsman, he said, “brings incredible knowledge, incredible diplomacy, incredible competence to probably the president’s toughest issue right now. Think about how tough that issue is to navigate and think about the caliber of Jon Huntsman Jr.”

The Revelation account depicts the combined forces of the kings of the earth as being gathered “to the place [Gr., form of toʹpos] that is called in Hebrew Har–Magedon.” (Re 16:16) In the Bible toʹpos may refer to a literal location (Mt 14:13, 15, 35); to one’s opportunity, or “chance” (Ac 25:16); or to a figurative realm, condition, or situation (Re 12:6, 14). In view of the context, it is to a “place” in the last-mentioned sense that earth’s combined military powers are marching.

“The war of the great day of God the Almighty” at Har–Magedon was not some past event but is depicted in Revelation as future from the time of John’s vision. The gathering of the kings to Har–Magedon is described as being a result of the pouring out of the sixth of the seven bowls containing the “last” plagues that will bring to a finish the anger of God. (Re 15:1; 16:1, 12) Also, indicating that the war at Har–Magedon is closely associated with Christ’s presence is the warning of his coming as a thief, which is placed between verses 14 and 16 of Revelation chapter 16.

The global aspect of the war is emphasized in the context. There the opponents of Jehovah are identified as “the kings of the entire inhabited earth,” who are mobilized by “expressions inspired by demons.”Re 16:14.

Farther on, John says: “And I saw the wild beast and the kings of the earth and their armies gathered together to wage the war with the one seated on the horse and with his army.” (Re 19:19) This chapter identifies the leader of the heavenly armies, seated on a white horse, as one who is called “Faithful and True” and “The Word of God.” (Re 19:11-13) Therefore, it is Jesus Christ, The Word, who acts as the commander of God’s heavenly armies. (Joh 1:1; Re 3:14) Further showing that Christ leads the heavenly forces is the statement that the earthly forces “battle with the Lamb [who is Jesus Christ (Joh 1:29)], but, because he is Lord of lords and King of kings, the Lamb will conquer them. Also, those called and chosen and faithful with him will do so.”Re 17:13, 14.

Since the vision in Revelation chapter 19 reveals only armies in heaven as participating in the warfare as supporters of Jesus Christ, The Word of God, it indicates that none of Jehovah’s Christian servants on earth will participate in the fighting. This is in harmony with the words of Jesus Christ at Matthew 26:52 that his disciples not resort to weapons of physical warfare. (Compare Ex 14:13, 14; 2Ch 20:15, 17, 22, 23; Ps 2:4-9.) The birds that fly in midheaven will dispose of the bodies of those slaughtered.Re 19:11-21.

Har–Magedon is thus seen to be a fight, not merely among men, but one in which God’s invisible armies take part. Its coming is certain and it will take place at the time set by Jehovah God, who “is doing according to his own will among the army of the heavens and the inhabitants of the earth.”Da 4:35; see also Mt 24:36.
